Volkswagen Expands in Russia Volkswagen is growing by buying new brands and building new facilities. In the end of 2007 the company built an assembly plant in Kaluga, Russia where it started building Volkswagen Passat and Skoda Oktavia. From the beginning the German automaker planned to expand the capacity by 2009 and assemble up to 150,000 vehicles in the facility.
